CYNOTECHNIQUEThe Pom Reader October 19896SHOWSIGHT---------------------------------------- From The EditorA topic of grave concern for all dog fanciers - Pom to Pointer, Shih Tzu to St. Bernard,Dandy Dinmont to Doberman - is that of vicious dog legislation, how it will affect us, and what AKC is doing about it.Recently in my area there have been four unprovoked attacks on humans by dogs - one resulting in death, the others in grave injury. It is my contention that the problem is not the dogs any more than it is the owners. Those of us who spend time, effort, and vast sums of money for the safety of our dogs and in the breeding of correctly-tempered dogs must keep a watchful eyeon legislative developments. Without input from responsible fanciers, legislators have no idea what we do, why we are doing it, and how we - the dog fancy - safeguard against incidents of this nature. Its not our dogs, we say - but any legal sanctions, breed-specific laws, insurance requirements - will certainly influence the way we live and the way we raise our dogs. Let me know whats going on in your area. To keep you posted as to AKCs stand on the issue, a recent letter from president Ken Marden appears below. Until next month - all the best JMcGAugust 28, 1989KENNETH A MARDENPRESIDENTTO ALL AKC CLUB PRESIDENTS, SECRETARIES AND DELEGATESRecently, I appeared as an expert witness in a hearing contesting the Dade County, Florida "pit bull" law, which uses two AKC breed standards to identify "pit bulls". At that same hearing, an animal control officer charged with enforcing the county's new breed-specific ordinance testified he could identify a "pit bull" by its "medium hair and brick-shaped, flat skull."Imagine the potential harm that someone like this can cause responsible dog owners whose dogs happen to have "medium hair and a brick-shaped, flat skull"We have made significant strides in fighting breed-specific legislation over the last three years. Thanks to the help of individual activists and clubs, 195 would-be breed-specific laws have been averted and good generic dangerous dog laws have been passed in their place.But 106 municipalities have passed breed-specific laws. Usually, these could have been averted if someone had educated the legislators.Unfortunately, in some instances even the most well-educated politicians have opted for a breed-specific law.For this reason, the American Kennel Club is taking a two-pronged approach to this continuing problem. First, we are stepping up our efforts to encourage every state to pass legislation that would include prohibition of breed-specific ordinances. Second, we have renewed our commitment to the Canine Defense Fund for 50,000 in matching fund donations.Here's how you and your club can help. If there is a federation of dog clubs and fanciers in your state, join. If there isn't one, we will help you start one. Remember, in unity there is strength. Your dollars will go twice as far with a matching contribution from AKC.
